Starting on August 2, 2021, the citizens of Iceland, Liechtenstein, and Norway are allowed to register .EU domains and its variants regardless of their place of residence.
So. i.e., a citizen of Norway is allowed to register and maintain an .eu domain even if he's resident in U.S.A. or any other coutry.
EU citizens were granted the same eligibility in October 2019.
